Under the direction of the Interagency Recovery Coordination Assistant Director, the Associate Governmental Program Analyst (AGPA) performs the most complex analytical tasks relating to the provision of federal and state disaster recovery programs within the Cal OES Recovery Operations Directorate. As part of the Interagency Recovery Coordination Branch (IRC) the AGPA provides support for six primary recovery outcomes: Community Planning and Capacity Building, Economic Recovery, Health and Social Services, Housing, Infrastructure, and Natural and Cultural Resources. Performs a broad range of advanced journey level analytical tasks incorporating the National Disaster Recovery Framework (NDRF), The California Disaster Recovery Framework (CDRF) working in coordination with Public Assistance (PA) and Individual Assistance (IA) to identify and integrate whole community solutions for state, community, individual and family disaster recovery.

May work under strict regulatory and administrative deadlines and acts with independence to maintain a routine workload and respond to short term special projects and priority assignments. Will work with the program to analyze and interpret policies, procedures; makes recommendations on national and state-level policy as well as program related issues and advises management on potential program alternatives and impacts. May also serve in a lead capacity for other analysts and support staff to coordinate long-term recovery efforts, promote resiliency throughout local jurisdictions, and provide technical assistance to disaster-impacted communities to support the identification and implementation of community recovery projects and programs.

Must be able to work with Recovery Programs to analyze and resolve governmental/administrative problems of an intermediate to high-level complexity using various tools and program applications; gather and analyze data to develop and evaluate alternatives for a variety of program related areas; make recommendations to management on those alternatives; communicate effectively orally and in writing, and function in an environment with demanding and changing priorities logically and creatively. Works independently while maintaining a standard workload and responding to frequent short-term tasks.

Effective January 1, 2026, the California Department of Human Resources (CalHR) will change the classification name of Associate Governmental Program Analyst (AGPA) to Analyst II. The probationary period will be 12 months for all new appointments with a start date after this change is implemented. Working Conditions

Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

DMV Pull Program: Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.
