Department Overview

The Market and Procurement Policy team develops PG&E’s policy positions and implements innovative changes on issues that impact California’s: (1) electric supply, (2) regulatory environment, and (3) energy market structure. The team works on a wide range of issues including the changing nature of the grid (e.g., increased reliance on energy-limited resources and energy storage resources), clean energy procurement policy, reliability-based energy/capacity market design (i.e., Resource Adequacy and Integrated Resource Planning (IRP)), and generation-based cost recovery issues (e.g., Power Charge Indifference Adjustment, Cost Allocation Mechanism, and Energy Resource Recovery Account). The team conducts internal and external outreach to advocate for PG&E’s policy positions at the CPUC and other regulatory agencies and utilizes effective project management, policy analysis, strong written/verbal communication skills, and facilitation skills to align CAISO, state, and federal energy policy with PG&E’s vision of a clean, reliable, and affordable energy future.

 

Position Summary

This position will be responsible for supporting issues concerning the recovery of costs from PG&E’s generation-related portfolio and other energy supply procurement-related activities. These issues will be considered in, but are not limited to, the Power Charge Indifference Adjustment (PCIA) proceeding at the CPUC. This position will also be responsible for supporting PG&E’s policy position to ensure equitable cost recovery from customers that are serving or not serving large loads (e.g., new rate structures for data center load customers). Key objectives are to ensure efficient, affordable, and equitable treatment for all customers. Regulatory frameworks and procurement mechanisms may include environmental and reliability procurement requirements and centralized procurement mechanisms.

 

This position will also focus on developing an understanding of both (1) existing markets and procurement frameworks and (2) electric system planning and forecasts to identify regulatory and/or procurement gaps across the CPUC, CAISO, and California Energy Commission, to develop PG&E’s policy proposals to address those gaps, and analyze (both qualitative and quantitative) the relative merits of different policy options based on factors such as feasibility and affordability.

 

This position will work closely with Expert- and Principal-level analysts within the team and/or other teams throughout the company in the development of analyses and written materials supporting PG&E's policy positions, gathering relevant information and market data, and analyzing related state and federal policy proposals.

 

This position is hybrid, working from your remote office and your assigned work location based on business need. The work location is Oakland, CA. 

 

PG&E is providing the salary range that can reasonably be expected for this position at the time of the job posting. This salary range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, internal equity, specific skills, education, licenses or certifications, experience, market value, and geographic location.  The decision will be made on a case-by-case basis related to these factors. ​  This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.

 

A reasonable salary range is:

Bay Area: $78,000.00 to $106,700.00

 

Job Responsibilities

  • Develop, design, and execute a variety of tasks and analyses on electric markets, policy proposals, and business strategies.
  • Support analysis (both qualitative and quantitative) and coordinate internally to help inform the company’s positions and strategies.
  • Engage in relevant CPUC stakeholder processes including through developing comments, creating presentations, and potentially presenting at stakeholder meetings.
  • Research and communicate emerging regulatory issues and/or policy issues.
  • At all times, be a positive force for the team and bring teammates along to achieve objectives together.

 

Qualifications

Minimum:

  • Bachelor’s degree in Economics, Statistics, Mathematics, Business, Finance, Policy, Sociology, Engineering, Physics or other related fields or equivalent work experience
  • Requires a minimum of two years of related work experience.

 

Desired:

  • Experience in energy markets, portfolio management and energy policy development and advocacy are strongly preferred.
  • Possess an in-depth understanding of areas such as electric utility operations, utility planning, credit and risk management, quantitative analysis, law and regulatory relations, utility revenue requirement and ratemaking, etc. and apply such understanding as a lead in one or more of these areas.
  • Demonstrated experience successfully working with cross-functional teams and at multiple levels.
  • Understanding of PG&E’s and/or California’s energy, capacity, and clean energy procurement and sales rules and strategies and CPUC oversight of those practices.
  • Ability to draft written comments in regulatory proceedings, be an effective presenter at public workshops, and sponsor expert witness testimony.
  • Demonstrated skills: Team player, effective project manager, strong writing skills, decisiveness, business understanding, good organizational and communication skills, and the ability to flourish in a highly fluid environment with multiple high priority tasks.
