Job Description and Duties

Under the general supervision of the Education Administrator I in the Programs and Partnership Unit, the Director, and the Associate Director, working cooperatively and independently with program units and supervisors throughout the Special Education Division and Department, the Education Programs Consultant (EPC) works as part of a team to provide technical assistance (TA) in support of secondary transition planning requirements per the Individuals with Disabilities Education Act (IDEA). Support and TA responsibilities include monitoring interagency agreements; serving as the contract monitor for assigned contracts and data-sharing agreements; and overseeing and providing TA to designated grant program regions, including those focused on family engagement and support for English learner students with disabilities. The EPC will also serve as the Department's representative in state council or committees as requested for specific terms, participate in federal technical assistance provider activities, and provide support for programs, unit, and team with special education legislative analysis and budget changes for assigned programs. Travel is required.

This position is headquartered in Sacramento and may be eligible for a hybrid telework schedule for eligible applicants residing in California. A hybrid telework schedule includes working remotely and physically reporting to the office.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Possess strong analytical, writing, and interpersonal skills;
  • Have knowledge of state and federal laws related to the implementation of special education under the Individuals with Disabilities Education Act;
  • Experience with grant and contract management;
  • Experience working with middle or high school work-based programs;
  • Strong computer skills in the use of Microsoft Outlook, Word, Excel, and Microsoft Teams
