Responsible for identifying children who may have a delay or disability; ensuring appropriate interventions and services; and managing, implementing and evaluating comprehensive programs across our Head Start and Early Head Start programs. Oversees and directs services that contribute to the increased social competence in children and the recognition and enhancement of parents as the primary educators of their children.

- Ensures that disability activities are coordinated with other key leaders.
- Directly responsible and accountable for planning and coordinating the implementation of the disabilities content areas in accordance with the Head Start Performance Standards, local, state and federal regulations.
- Ensures that all necessary accommodations and adaptations are made, including but not limited to transportation, translation and facility remodeling.
- Assists in setting, clarifying and communicating disabilities services standards and laws to associates and families.
- Develops an effective system to identify and support interventions for children with potential developmental delays. This system includes a plan for observation, intervention, and referral.
- Enters data in ChildPlus.
- Develops and maintains systems of tracking and reporting referrals for assessment for developmental concerns; utilizes information from Head Start child outcomes to measure progress of children with disabilities; meets with multidisciplinary teams and prepares follow up reports.
- Assists in coaching and mentoring associates in working with children with special needs.
- Supports the implementation of Conscious Discipline, DECA (Devereux Early Childhood Assessment) and Trauma Smart within the program, individualizing for children as needed.
- Assists families in a smooth and efficient transition for children with disabilities and those in the diagnostic process.
- Assists in the development and implementation of specific plans for children with special needs, including participation in child's Individualized Education Program or Individual Family Service Plan.
- Partners with the Mental Health Coordinator to develop appropriate Social Emotional Goals on IEP's/IFSP's using DECA strategies and Conscious Discipline
- Reviews Child Action Plan's and Individualization Sheets with teachers and Education Coordinators twice a year (early fall/late winter).
- Oversees the development and facilitation of disabilities training, such as professional development days and individual center trainings.
- Develop partnerships and participates with other organizations that provide services to children with disabilities and their families.
- Partners with the MARC Mental Health Manager to maintain and update memorandum of understandings related to disability services with local education agencies
- Participates in the annual program self-assessment and grantee monitoring visits.
- Assists in providing professional development opportunities by identifying individualized training needs to improve knowledge and abilities.
- As needed, conduct CLASS and DECA Reflective Checklist observations in classrooms.
- Provide strategies and interventions to improve classroom environments.
- Provide written summary reports of classroom observations.
- Attend associate training and meetings, and board and parent meetings as requested.
- Complete and submit required reports to the Grantee office, Delegate Director, Board of Directors, and Policy Committee in a timely and accurate fashion.
- Develop and manage the related budget.
- Secures appropriate resources for associates, parents and children to include supplies, equipment, and training materials.
- Must notify appropriate associates of any unsafe conditions, needed repairs, complaints, accidents, or injuries immediately.
- All associates are mandated to report suspected child abuse and neglect and must notify appropriate associates of any suspected abuse.
- Bachelor’s degree in Special Education or a related field.
- Three years’ experience in operating a Head Start or early childhood special education program.
- Proficient in providing services under the Individuals with Disabilities Education Act and Americans with Disabilities Act.
- Works effectively with people of different backgrounds, abilities, opinions and perceptions.
- Excellent verbal and written communication skills.
- Able to make independent and sound decisions in a fast paced environment.
- Able to exercise high levels of discretion and confidentiality.
- Detail oriented with good organizational skills, and be multi-task proficient.
- Sensitivity to diverse learning styles and knowledge/skill levels.
- Able to listen, perceive, and interpret what others are communicating
- Strong computer skills with the ability to adapt to new software.
- Must have reliable transportation. Travel around the Greater Kansas City area is required.
