This is a full-time position (40 hours per week) with State Benefits. This position qualifies for teleworking on a part-time basis as part of a State Teleworking Program. Any telework will be under the conditions of the State Teleworking Program Policy, and the employer may end any teleworking arrangement at any time at the employer's sole discretion.

Specific responsibilities include:
* Managing assigned cases from review (intake) to closure (submitting the final determination/investigative report) - including entering grievance data in Fiori (previously known as BEACON) for tracking purposes.
* Reviewing complaints to determine jurisdiction and conducting internal investigations based on complaints of employment discrimination, unlawful workplace harassment and retaliation.
* Conducting investigations in accordance with state and federal employment laws, OSHR Employee Grievance Policy and DPS EEO policies and procedures.
* On-site visits to offices and other DPS work locations throughout the state to interview complainants, respondents and witnesses. The investigative process requires identifying the issue(s), gathering and analyzing data, fact finding, and drafting a case determination for review. Proper interpretation and application of Federal and State laws, policies and guidelines as well as DPS internal policies, procedures and practices is necessary.
The EEO Investigator may be engaged in other specialized Title VII functions which include assisting in the development of the DPS EEO Plan and serving as a resource to staff and management on EEO issues. Position may also be involved in litigation or cases filed with external agencies such as the Office of Administrative Hearings or the Equal Employment Opportunity Commission. The employee in this role may be cross trained in ER and may assist with Employee Relations, as needed and assigned.
This position may require frequent daytime travel and some overnight stays.
The employee in this position is expected to possess excellent oral and written communication skills (written reports should require minimal edits); the ability to exercise good judgement, maintain objectivity, and retain composure during high pressure situations; the ability to establish and maintain effective working relationships with others while advising, interacting with, and counseling management and employees on a wide range of sensitive issues relating to Equal Employment Opportunity; the ability to work independently to perform research, analyze and prepare written investigation reports; and the ability to work as a supportive member of a team of investigators within the DPS HR EEO Office.

The salary grade for this position is NC18. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. To qualify for this position, applicants must document on the application that they possess ALL of the following:
* Documented knowledge of the principles and practices of human resources acquired from working in a human resources role.

Management preferences

Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution and 4 years of experience required;

High school or General Educational Development (GED) diploma and 6 years of progressive experience in Human Resources;
or
equivalent combination or education and experience.
